Student Business Services Data

Student Business Services (SBS) plays a critical role in supporting the financial aspects of the student experience at UMBC, ensuring that students and their families can navigate the billing and payment processes with clarity and confidence. The office is dedicated to providing timely, accurate, and student-centered services related to tuition, fees, payments, and refunds, all while maintaining the highest standards of data stewardship and customer service.

In support of its mission, SBS collects and manages data such as tuition and fee charges, student account balances, payment transactions, refund information, and associated communications. This data enables UMBC to generate billing statements, process payments and refunds, assist students in managing their accounts, and comply with state, federal, and institutional financial obligations.

Through integrated systems and secure payment platforms, SBS ensures that student financial data is processed efficiently and protected in accordance with university policies and applicable privacy laws, including the Family Educational Rights and Privacy Act (FERPA). For example, account information may be shared internally with offices such as Financial Aid and the Registrar to support accurate billing and reconciliation, or externally with contracted payment processors and financial institutions for secure transaction processing. All such data sharing is governed by strict privacy, security, and contractual requirements, and is limited to what is necessary to fulfill university business and regulatory obligations.

Through these practices, Student Business Services upholds UMBC’s commitment to transparency, responsible data stewardship, and safeguarding student privacy, ensuring that financial processes support student success throughout their academic journey.

Tuition

SBS has access to information, such as student identifiers, that are typically shared from divisions such as Enrollment Management or Financial Aid, including:

  • Name;
  • Address;
  • UMBC Campus ID;
  • Program;
  • Residency classification; and
  • Enrollment status.

SBS generates information based on student information data shared internally, including: Tuition charge amounts, including waivers or adjustments.

Billing

Billing statements:

    • Due dates, as established by billing calendars;
    • Outstanding balances, as coded and calculated by SBS based on existing enrollment data; and
  • Itemized charges.

Student billing and account details:

  • Tuition and fee charges;
  • Payments through the secure Transact platform;
  • Refund information through BankMobile, which maintains all banking information; and
  • Balances.

Payments and Payment Plan

Payment amounts, dates, payment plan enrollment and status, and schedule of installments.

Payment method information, including:

  • Automated Clearing House (ACH) payments;
  • Credit card type, last 4 digits, account type; and
  • Full details are not stored by UMBC and are handled by payment processors.

Financial account settings, such as autopay preferences.

UMBC does not maintain or store any payment information. This information is stored securely by our payment vendor Transact.

  • Loan origination and disbursement records;
  • Borrower contact information;
  • Repayment history;
  • Outstanding balances;
  • Deferment and forbearance status; and
  • Collection activity records.

 

Student Business Services (SBS) uses the data it collects to manage the financial aspects of the student experience at UMBC. This includes calculating tuition and fees based on enrollment and residency status, generating billing statements, processing payments and managing payment plans, and issuing refunds. SBS also uses this data to communicate with students about account status and deadlines, to comply with state and federal financial reporting and auditing requirements, and to resolve student inquiries and disputes efficiently.

Tuition

To assess tuition charges based on enrollment, residency, and applicable waivers; to provide tuition amounts on billing statements.

Billing

To generate and present account statements, track outstanding balances, set due dates, and notify students of their financial obligations.

Maryland state law requires that delinquent accounts be sent to Maryland Central Collections after 150 days of delinquency. UMBC provides a number of written notices before any accounts are sent to Central Collections. Payments and Payment Plan

To process student payments securely; to enroll students in payment plans; to track payment plan schedules, balances, and compliance; to maintain payment histories.

Perkins Loans

To administer Perkins Loan accounts, including disbursements, repayment tracking, borrower communications, deferments and forbearance processing, and collections management; to ensure compliance with federal reporting requirements.

 

Student Business Services (SBS) collects data through multiple channels that support its operations. Data related to the calculation of tuition and billing are primarily collected automatically from university systems such as registration records, enrollment data, and residency status maintained by the Registrar and other campus offices. Payment and payment plan information are collected through secure online payment portals where students submit payment details directly. Perkins Loan data is collected during loan origination and repayment, including information provided by students and shared by federal loan systems. SBS also generates records from ongoing communications with students regarding their accounts.

Tuition

Data needed to calculate tuition amounts are automatically received from other campus systems (e.g., registration and enrollment records).

Billing

Generated internally by SBS systems based on tuition, fees, and other charges posted to student accounts; contact details collected from student records to direct billing communications.

Payments and Payment Plan

Student payments and enrollment in payment plans take place through our secure online payment platform, Transact.

Collected from federal Perkins Loan original processes, student provided information at time of disbursement, and updates from loan servicers and repayment records.

 

Student Business Services shares student account and financial data responsibly to ensure accurate billing, payment processing, and compliance with legal and regulatory obligations.

Internally, this data is shared with Enrollment Management offices, including Financial Aid, to reconcile student accounts and support financial operations.

With third-party processors, such as Transact and BankMobile, data is shared with payment vendors and banking institutions under contract with UMBC, solely for the purposes of processing payments and issuing refunds.

As required by law, data may also be shared with state and federal agencies for audits, collections, or to comply with legal obligations, such as the Family Educational Rights and Privacy Act (FERPA).

For all student educational data, UMBC’s privacy policy requires that contracts with third parties explicitly prohibit any use of UMBC data for purposes beyond the services procured and that data must be deleted upon contract termination. In addition, UMBC evaluates the cybersecurity and privacy practices of all vendors to ensure that they meet the same standards the university would apply if operating the service internally. Tuition

Internally shared with Financial Aid and other Enrollment Management offices to ensure accurate assessment and reconciliation of tuition charges. May be shared with state or federal agencies as required for compliance or reporting.

Billing

Internally shared to support account management and reconciliation processes. Billing statements are provided directly to students. No routine third-party sharing beyond contracted service providers that facilitate student account systems.

Payments and Payment Plan

Shared with contracted third-party payment processors (e.g., Transact and BankMobile) solely for the purpose of processing student payments and managing payment plans. Payment details are not shared externally beyond these vendors and required legal disclosures.

Shared with contracted Perkins Loan servicers for loan management, repayment, and collections activities. Data may also be shared with federal agencies (e.g., Department of Education) for reporting and compliance purposes.

 

The UMBC RT Help System provides options for students and non-students alike to request assistance with billing questions, payment issues, account holds, and other Student Business Services inquiries.

SBS has a customer service phone number (410-455-2288) where people can call to speak with a representative about their student account, make payments, resolve billing concerns, or get guidance on payment plans.

myUMBC Payments & Billing allows students to view their account activity, access billing statements, make payments online, and enroll in payment plans through a secure self-service portal.

Account Inquiry is the most current, real-time, information. It shows activity between e-bills. E-billing happens once a month and reflects activity as of a certain date.
